The purchasing officer may award a contract for supplies, services, professional services
or construction without competition, formal advertising or other formal procedure
where the mayor determines, in writing, that an emergency threatening the public health,
safety, property or welfare requires that the contract be awarded without delay. Justification
for the emergency will be based on written documentation provided by the requesting
agency head, and complete accountability for all obligations incurred during the emergency
will be provided to the finance director as soon as practicable.
