§ 5.28.040. Centralization of procurement authority.

Except as this code provides otherwise, all rights, powers and authority pertaining
to the procurement of supplies, services, professional services and construction required
by the borough, are vested in the purchasing officer. The purchasing officer may,
with approval of the mayor, authorize an agency to independently procure supplies,
services, professional services or construction when it is determined by the mayor
to be in the best interest of the borough to do so. The authorization shall be in
writing and conditioned upon compliance with provisions of this code.
