§ 5.28.010. Purpose.

The purpose of this chapter is to:
A.

Establish consistent procurement principles for all agencies of the borough;

B.

Ensure the fair and equitable treatment of all persons who deal with the procurement system of the borough;

C.

Maximize fair and open competition and to discourage collusive bidding for borough contracts;

D.

Maximize to the fullest extent practicable, the purchasing value of borough funds; and to

E.

Clearly define authority for the purchasing function within the borough organization.
