General long-term debt account group accounts for un-matured general long-term liabilities
of the borough, including special assessment debt for which the borough is obligated
in some manner, except for long-term liabilities of the enterprise funds, internal
service funds and trust funds. The accounting for general long-term debt will comply
with generally accepted accounting principles.
